    Is the PHI information secure to Hipaa levels? If you upload the data to the designer, is it now out of the control of the user.

    I'd add a comment that one thing that would help would be if you could build a report out as normally done, but select which columns should be obfuscated that you could end up with dashboards that would satisfy privacy requirements. Retaining the key results that need to be visualized while preventing the underlying private information to be seen.
