It should be a tenant setting/or dataset setting whether certain users can download a .PBIX of a dataset. Sometimes you want the model designed to stay in one place and not having everyone in the organisation copying it all over.

I'd go for this. Disabling should be able to occur at the tenant level WITHOUT disabling ALL ability to export data ("summarized" and "underlying").
Even if enabled, workspace admins should be able to disable the ability to download any particular reports as .pbix.
