Option to have tool tips on zero values in column/bar/waterfall charts

Currently when you mouse over 0 values in a line graph you get a tooltip however you do not get a tooltip for 0 values on bar/column/waterfall charts.

This lack of 0 value tooltips is an issue when combined with report page tooltips as the need for tooltips on 0 values is greater due to the extra info they can convey.
