The Power BI Desktop version doesn't support multiple 'main' recipients whereas they are separated with a comma or a semi-colon. I haven't this issue with the browser version.
Even if an obvious workaround is to cut after the first recipient and add the others as CC (mailto:"&first_email_address&"?CC="&my_other_email_addresses), it should be great to have this be natively supported.

Agreed. I had this same challenge. I'd prefer to address to more than one person in the main "to" line, rather than CC: folks and have them think they don't need to be engaged in answering the email.
