More permissions options in Service Live Connection

Actually, you have to be a member with edit permissions in a workspace in order to be able to connect to a dataset using a Service Live Connection. But with this permission, users can create a pbix file with the same name of an existing one and replace the dataset.

It could be great that a user can connect to a shared dataset to only create new reports based on that model. With that feature, advanced users could create, deploy and maintain the model and business users only (no option to modify o replace the dataset) analyze the data creating new reports.
