Conditional Formatting based on a different measure

I would like to be able to format a column in a table or matrix based on values of a different measure, or based on values of the same measure in a different row of the table.
Examples :
1. Conditional formatting of sales amount based on the value of sales amount last month(green if higher, red if lower etc.).
2. Conditional formatting of sales amount based on sales goal(higher/lower than goal, and how far from target)

Data colors - Would be great if the rules for format can be enhanced so that, instead of just having if value you can have if [data field value selector] is 'greater than' 10 and [data field value selector] is less than 100 then ...
Reason. This way it will be possible to use dynamic data instead of hard coding.

this is a great feature! However I would like to see some more changes like- if i condition format one field of a table, I should be able to expand it to the whole row in the table. it can be a On/Off feature when setting rules for conditional formatting. I do a workaround it right now (after the May 2018 release with this feature) by formatting all columns of the table with the same rules. But sadly this does not work in Matrix visual where conditional formatting is available only for "Values" fields and not the "rows" fields (which is yet another idea). Please incorporate these. Thank you!

Great!

All we want is "if A>B then green else red" It would be great to have this!

Could you please revisit/announce status? Multiple ways it's necessary for us:
A) dynamic goals based on calculations
B) inability to set threshholds manually, hence having to use things like 10th percentile, etc.
