If giving a user permission to read only they should be able to pin to a dashboard? We can't use content packs as this stops users from pinning from dashboards but also can't restrict them from changing the report which we want to do. We realistically don't want to be maintaining dashboards and reports but would prefer to just let the users create their own dashboards but not edit the reports.

This feature is really missing from a Governance / Self Service Perspective: it would balance out the possibilities of power users versus end users. Several large enterprise clients would greatly benefit from this feature.

The Workspace groups are a great addition to Power BI, but read-only members should be able to create their own dashboard by pinning visualizations.
Either let them create their personalized dashboard in the group or to their own workspace. Giving edit rights to members is a No-Go because they can delete and edit reports and datasets (even created by other users..).
