Our "viewers" still need to be Pro users and we can't have 1000+ pro licenses because it is a waste of time and money.
The embed in SharePoint is a half-completed solution which only throwback is the Pro user viewers, we have decision making people who we can give pro licenses, but we need that personnel in the organization to be able to see their development, track activities and be able to see dashboards in general, but not external users, it seems that maybe including it in the enterprise license for O365 as viewer only would be the approach since it is not that farfetched and a lot of people is already requesting it.

Agreed. It's just not feasible for us to deploy Power BI to the company when each user essentially requires a developer license.

That's true.
All people that would only need to consult reports or dashboards should not have to be a Pro licensed user. I think that the licensing scheme of Tableau Software is about right. There's the admin, the publishers and the readers. I would not give my boss or my boss's an Admin license just to be able to read some metrics on PowerBi services...

They have embed servers you can lease E1-E3 or use a P1 Server Node. Then no Pro license is needed for viewers.
