We should be able to create a paginated report using Report Builder / SSRS using a shared dataset built in Power BI Desktop / Service. We've spent a considerable amount of time creating a dataset that we can't build paginated reports off of.

New functionality was added to where you can use a PBI Service dataset in a paginated report.

Likewise, it makes sense to give paginated reports access to the same datasources as any other report; access to SharePoint Online datasets would solve a number of issues we're facing.
