Ability to submit questions/comments to report creator

When viewing a report or dashboard, enable users to submit a question or comment that routes back to the report creator.

Example: User is looking at a report and doesn't understand an axis label or specific chart. User clicks a button and submits question. Question is routed to report creator/owner who can reply to the question/comment.

We have an app with 2,000 users, sone has been asking a question without @mentionning anyone - she did not know who was in charge.
We, at IT team noticed this 1 month later.

There should be some default recipient list when such commenbt is posted, like all workspace admins, or the one who published the app (not always a good idea).

A better way would be to specify an explicit contact list. This could be the same list as the one that receives refresh failures notifications for report's underlying dataset.
