It would be very helpful to have the ability to proxy another user, so we can troubleshoot some dashboards, reports, data-sets ...etc and make some changes on behalf of the requester.

Agree totally with what OB and dc have already said.
By all means, empower users. But if this is an enterprise solution then administrators need to be able to access all content and take whatever actions are required to provide compliance with corporate guidelines.

It would also be helpful to allow individual users or groups/roles the ability to proxy their ID on a specific dashboard or report - for example, an execute or manager delegating or proxying to an administrator to help manage.
How could this be done in Power BI today without some kind of proxy functionality? (enterprise feature that is needed)
