We should be able to apply permissions to each report/dashboard/dataset within PowerBI Apps. I could then share the central app with my team/org, and each person/group would only see and have access to allowed reports.

RLS still allows a person to view a report, though every chart will just be blank. It also doesn't de-clutter the App homepage from secured reports.

App permissions doesn't allow the granularity needed.

There are only 2 options right now.
1) Create a dashboard for each report(s), and share accordingly. This results in tons of dashboards. This cannot be performed in an app.
2) Create a Workspace and an App for each Role, and apply permissions via an app.

RE: PowerBI Apps: Report, Dashboard, and Dataset permissions

It would be very helpful in a lot of scenarios if permissions could be removed per report, dashboard or dataset. I would imagine that this could be implemented similarily to the new build-permssions that can be defined on a lower level than the app itself. In my opinion it would be even better if the permissions could also be set on the level of the app-sections with the option to inherit the permission to all reports in that section.

They have added a feature when looking at data sets to manage permissions. You can choose who can see them. Right now though, the permissions reset after every time the app is updated.
