Make it possible to connect directly to Azure billing data and generate reports and dashboards that a customer can use for charge back, understand consumption, predict usage growth, etc.

You can do this now. This fellow built an excel model: http://www.edmondek.com/Azure-Usage-Analytics-Report-Feb-2017-Update/

You can import the data model and query into Power BI. You can use it directly or simplify it. He created a separate date table to allow reporting by month, but you don't need that in Power BI if you use the automatic date binning feature

The Azure Enterprise content pack is a step forward but only works via the web version of Power BI, the desktop version is still more feature rich, I think it would be good to allow the desktop version to connect to the billing API.

This would be really helpful. I use Readify Lab's experiment to accomplish this today for my enterprise agreement reporting: https://azureea.labs.readify.net/
