Currently when you publish a report, all the filters get displayed. Also it becomes a little chaotic between visual filters, page filters, and report filters.

It would be great if the Filters panel on the Service, showed me the filters that I want to display on the report. That way I can maybe setup a report showing on 2016 calendar year, as the default, but I don't want the user to have to try and change it (as it wont be valid) or be able to see it anyways. Hence the ability to define what filters I want to show (and in what order), and make them independent from what I use to setup the report.

Some of our reports require 10 filters to just configure the report (ex. remove nulls from one of the dimension attributes, filter out some geo's that are not used at all, filter on future months only etc.). All these report filters, are not something we want our end users to make changes to because if they come into this filter and slice on the geography now, they might clear out the filter we already had in place, and it ends up causing problems and confusion with the data. Having a user facing filter set which is different than report configuration would help.
