    REST API that will allow to report on refresh schedule from dataflows. Dataset is already available.

    This is also needed since the API for refreshing a dataflow cannot send an email on sucess. So notification emails cannot be used as trigger for refreshing downstream datasets.

    we will need this, for where is the use refreshing the data set if it is not in coordination with the refresh of the dataflow
