Updated R version in Service (currently 4 years out of date)
The R version supported by PBI Service (PBI Desktop runs user-specified local version) is 3.2.2, a 2015 release. Functionality is badly constrained by this, as a newer implementation is required by many new packages and new versions of old packages. Current Msft R Open version is 3.5.3 (early 2019).
