You really, really need to rethink this decision. You are effectively pushing your "non-cloud" customers to competing products with this other decisions as of late. The ReportServer product feels to me like a "teaser" product by MS to try to drive customers to their cloud based solution. Not wise MS, not wise.

I don't understand why you bothered releasing PowerBI Report server if your going to deliberately handicap it and remove major and critical features like dashboards.
If this is some weird way to try and force users into the cloud its very poorly thought out as the majority of customers interested in PowerBI Report Server simply cannot use the cloud for very clear regulatory reasons. Its a non option. This strategy is simply going to push them to alternative reporting solutions.

Charles, You may know who Chris is but unfortunately I don't, can you please be a little more inclusive and considerate when you write your responses.
I would like to add my voice to the many comments here expressing disappointment with this decision. Microsoft need to start treating the On-Prem customers with a little more consideration, and maybe reconsider the bias to Cloud deployment.
We have just made a very significant investment in SQL Sever licences and Software Assurance so that we can host our sophisticated hybrid PowerBI / SSRS business solution. We are enterprise developers, not one man band, web data analysists. We are dealing with very large volumes of confidential data, we cannot move to the cloud, and will not be pushed to the cloud by Microsoft marketing policies.
Microsoft need to take PowerBI enterprise development seriously. As Power BI matures enterprise developers will continue to grow in numbers and importance. PBI is a great product, but you are undermining our confidence in it by failing to provide a clear and complete road-map for On-Prem development.

Global organization, highly regulated data... it's not going to the cloud.

Agree with the comments expressed here. My enterprise wants a product that can keep our data local & not in the cloud. Dashboards should have been a part of the development roadmap of the PowerBI Report Server from the very beginning.

I'm disappointed to hear this. Not all companies are willing to go to the cloud. This is how the competition will start chipping away at your customer base as it did the last time you let SSRS sit stagnant. Our companies ERP systems run on IBM with our reporting and smaller applications running on SQL Server Enterprise. The IBM side of the house has already hosted demos of Cognos and Watson to try and sway support for moving our analytics to the IBM platform. This will not help that fight to stay our current platform.
