    Provide the ability to dashboard the premium metrics report and configure alerts

    Allow the PBI Admins the ability to create dashboards from the Premium Capacity Metrics report pages and the card visuals needed to configure 'alerts's on the dashboard for CPU, memory, query duration, wait times, etc. This way the Admins can be more proactive with premium capacity management verses waiting for the users to complain of ill performance.
