Often when I open a new or existing Power BI Desktop file, the ribbon buttons are "dead", the solution is to minimize and maximize the window again, then the buttons start to work. I am currently on latest Desktop (October 2019), but have been experiencing this on multiple machines and PBI Desktop versions since at least 2017.
