Rescaling of bubble size on Map visual with play axis

We have been using the play axis together with the map visual to animate the development of forecast solar and wind capacity in Australia over the next 20 years. When using the play axis however, as the size of the largest bubble changes, all other bubbles are rescaled. Visually this makes it look like the values in each bubble are increasing or decreasing when in reality they are the same as the previous year, they are just being rescaled.

Currently we are working around this by looking at the size of the largest bubble over the 20 year horizon, adding an extra bubble of this size out somewhere on the other side of the map where it won't be seen and having it present as an absolute reference for the other bubbles. This is working for us, but we have regional, technological and commitment filters we want to apply to the map, and a new ad hoc bubble needs to be added for each combination of these filters.

It would be wonderful if the Map Visual when combined with a play axis could calculate the size of the largest bubble over the horizon defined by the play axis field and use this to determine the scale of the bubbles so that the scale is not changing between each time period.
