Add ability to reorder the list of filters on a report (not just alphabetic)

When you have multiple filters in a report, they are listed in alphabetic order. I want to be able to drag and drop them into a different order so that I can group similar filters together. For example, I have a filter called "Region" and a filter called "Country" that I want to have next to each other in the filter list (because my users think of these two filters together). I hope this enhancement can be made (and if you have any questions, just let me know)
