Persistent filters has an unfortunate effect when the report definition is changed and published - the saved filters can override changes made by the report author. This can cause a lot of confusion.
When the report definition is changed/published, the persisted filters should be automatically cleared, or should at least prompt/warn the user that they should clear saved filters.
