The current paradigm for organising dashboards is not scalable; need to introduce the notion of 'pages' or 'sections' within a dashboard so that a 'dashboard package' can be created. While multiple dashboards can now be created and navigated from the top pane, this is a very simplistic approach. Ideally, we would have the capability to, within each dashboard, organise visualisations into pages or sections (collapsible or not) that would allow for a comprehensive package of visualisations to be considered as a whole experience. Currently this is not feasible with the current way of organising and navigating as, in effect, only one page of visualisations is allowed per dashboard.

I agree,
i'm building a proper report online using publishing all my tabs in a dashboard.. but user experience is really bad as everything is treated like a word document and you need to scroll down to the very last "page" to see last dashboard.
ideally the dashboard should have a tab selector panel (like the one in the desktop version).
i would put it on top however.
another way could be to add some buttons that allow the user to click on it and being redirected to the addressed tab.
so user could have 'n' buttons let's say at the top of each page that will be used to navigate the 'n' different tab
