Add County labels to ArcGIS map

I'd like to see county border lines and county names in the map. Currently the map shows the all State names/borders and many city names (with more detail as you zoom in), but nothing for counties. The map can overlay the shape of the county, which is somewhat useful, but I'd like to see county borders and county names in the map base, or at the least, be able to add a static label overlay with the county name (not one that I have to hover over). This would be very useful to government users who frequently deal with county-based data for the purpose of analyzing school district data, political data, etc.
