Report owners should be able to administer the security of their dashboards, reports, and datasets via Powershell. This includes sharing/revoking reports as well as specifying rights. When creating a report for hundreds of users, it's much easier to loop through a script than manually typing names or scrolling through unsorted lists through the web browser interface.
