Visuals needs to be more flexible when it comes to styling/customization. For example:
Axis lables/chart title: These are either hardcoded by a column from the dataset or set as a static text
Min/max axis value: Set automatically depending on value or set as a static text
Styling/colors: Same as above
Etc. etc.
Instead of just having a static textbox for these options, why not let the users put a formula there so everything could be dynamic depending on the data? The possibilities would be endless and frankly, these are things many other BI tools have as basic functionality.

In Power BI scatter plots, I want to be able to change the X and Y axes dynamically or use a slicer.

I got what you are looking for, Firstly your power bi desktop should have September'18 update.
Secondly, you must import "Text Enhancer by MAQ Software" visualization from marketplace.
Once, you are through with the second step, place your dynamic measure under field category, then go to its text settings and change it's direction to vertical !
