As a dashboard recipient, when you open a tile and get to the report view, you can expand the right-hand filter and change the filters that have been originally setup by the report owner. As an owner, I don't want viewers to change any filtering information that I have set up for them. This feature should be deactivated or at a minimum, made optional for the report owner to specify.
