Creation of Dashboards in Power BI Desktop itself

Now as I see there is no feature to create a dashboard in Power BI desktop. It is really important because user may not require to publish all the reports online most of the times. Reports are low level elements of dashboards, so if user creates Dashboard in Power BI desktop, he can publish only Dashboards rather all the reports and dashboards.

If we have such feature, he can publish report or dashboard only or both

Due to security reasons, companies may not want to upload their data online or on any cloud-based system. As such it would be nice to have the ability to create dashboards on desktops as well.
