Recycle Bin, would allow retrieval of Deleted items, i.e. Reports.

Was only asked about this whilst training Power BI this week, tried looking for it, not surprised it didn't exist. Just thought it might have somewhere. So YES PLEASE a recycle bin

Any deleted item should go to a recycle bin where it can be restored. Every admin has seen a user accidentally delete something.
