Use the OLDB of Visual Foxpro:

Provider=VFPOLEDB.1;Data Source=C:\DBF\INVENTORY.DBC;Collating Sequence=MACHINE

Power BI isn´t usefull if is not able to manage dbf files.

Please add .dbf option to Power BI. Still a lot of statistical data from the goverments are stored online in this format.
