Implement the ability to modify and create new measures in Power BI Service.

This is strictly limitative.
If I publish a dataset in PowerBI Service, the users are not allowed to add calculated measures on it for their reports, even if they have the data available and they only want to use the existing data. For instance if I have measures as Fix Costs and a Variable Costs, the users are not able to do something as simples as [Total Costs] = [Fix Costs] + [Variable Costs].

This is a necessary feature in order to allow end users to create reports. Maybe a feature similar to Qlik, where users can use a measure formula (DAX) in a visualisation, without actually creating a named measure.

It would be amazing to be able to deploy measures through M code in the Advanced Editor.

We are in 2018 and the standard in a lot of tool is to let business users in a governed self-service with of course the hability to add their own overlay of calculations or text manipulation

Implementation of measures through DAX is really required in Power BI online. It prevents redeploying the report (which sometimes is not desired)

This functionality is a sad omission from Power BI and really needs to be rectified if Microsoft are going to keep pace with the likes of Qlikview.
